France: Housing Allowance decreases due to high level of rents

In France, 1 out of 10 is entitled to APL (housing allowance). This housing benefit costed The Department of Treasury 18 billion euros 2016. According to the Government the cost has exaggerated due to increased rents, this development of higher rents is because the relationship between rent and  allowance. Reduced rents equals reduced allowances.

The existing rules gives the opportunity to tenants to inhabit homes longer than their needs are in immediate help XX. And the housing Crunch have not been as supportive as hoped for.
