A much deeper and wide-ranging problem for society is the need for affordable and safe housing for tenants. This is one of the safeguards for peace and security, a fundamental pillar in all democratic societies and necessary for labour mobility. A shortage of affordable housing and homelessness are major ingredients in social exclusion.
